I know you are here because either you have received ITA or you are planning to immigrate to canada and in the process. The below topic is useful to you if you have been to the USA and stayed there over 6 months then you are required to get Police clearance certificate (identity-history-summary-checks) PCC from FBI, USA.
This is very important document and holds a lot of value in the application process.
Let me start with the important topic today. "Getting PCC from the USA", if you are in India, you will not find any information related to this anywhere or in any forum. Trust me guys, I spent so many days to figure out this information. So here it goes -
The process :)
- Print the FD - 258 Card on thick paper and also note to take minimum 2 to 3 copies of this form, you may mess it up with ink, so better to have extra copy
- Fill the FD - 258 card form with 1 more application for payment to FBI
- Please note fill the FD 258 form in advance before taking finger prints as you will not be able to sign it without having black ink all over, they use press ink so its hard to come off..
- Schedule appointment with finger print Bureau Mumbai- details given below
- The staff there is very friendly, do not go without appointment :)

Persons requiring ink fingerprinting in conjunction with criminal records checks, job
applications and for other purposes can obtain the service in Mumbai at the address

Along with providing a fingerprint card, you’ll be asked to provide a letter or other
document stating the reason for being fingerprinted.

- I prefer the government office, rather than other private ways just because of money, if you are getting something for 500 bucks, why to spend 3000 to 4000 for same service. (because of unawareness) and I can tell you our fingerprint Bureau does awesome job.
- Get finger prints on FD - 258 form
- Courier the FD 258 card and Credit card form to FBI
- Please note usually this process takes about 14 weeks after your card is with FBI
- so my request would be to start soon... sooner the better
- once done wait for 9 weeks to call FBI to check status
- if all goes well, you will have a report from FBI :) which you can submit to CIC

How to Submit a Request
Option 1: Submit Your Request Directly to the FBI
Step 1: Complete
the Applicant
Information Form.
- If the request is for a
couple, family, etc., each person must complete and sign a form.
- Include a complete mailing
address. Please provide your telephone number and e-mail address, if
available.
- Your results will be
provided on standard white paper and returned to you by First-Class Mail
via the U.S. Postal Service.
- Self-addressed envelopes
will not be accepted. This includes pre-paid Priority Mail, FedEx account
numbers, United Parcel Service, etc., foreign postage coupons, and
requests to forward correspondence to the Department of State for the
apostille process.
- Your fingerprints should be
placed on a standard
fingerprint form (FD-258) commonly used for applicant or
law enforcement purposes. The FBI will accept FD-258 fingerprint cards on
standard white paper stock.
- You must provide a current
fingerprint card. Previously processed cards or copies will not be
accepted.
- Your name and date of
birth must be provided on the fingerprint card.
- You must include rolled
impressions of all 10 fingerprints and impressions of all 10 fingerprints
taken at the same time (these are sometimes referred to as plain or flat
impressions).
- If possible, have your
fingerprints taken by a fingerprinting technician. This service may be
available at a law enforcement agency.
- Fingerprints taken with ink
or via live scan are acceptable.
- To ensure the most legible
prints possible, refer to the Recording
Legible Fingerprints page. If fingerprints are not legible, the
fingerprint card will be rejected. This could cause delays in processing
and could also result in additional fees.
- The name on your response letter
will match the name indicated on the fingerprint card.
- If the last four digits of
your social security number are needed on your response letter, then
please ensure your full nine-digit Social Security number is on the
fingerprint card when submitting your request.
- Option 1: Pay by credit card
using the Credit Card
Payment Form. Don’t forget to include the expiration date of
the credit card that you are using.
- Option 2: Obtain a money
order or certified check for $18 U.S. dollars made payable to the Treasury
of the United States. Please be sure you sign where required.
- Important note: Cash,
personal checks, or business checks WILL NOT be accepted and sending any
of these will delay processing of your request.
- Payment must be for the
exact amount.
- If the request is for a
couple, family, etc., include $18 for each person.
- The FBI will provide one
sealed response for each request received. You may make as many copies as
needed upon receipt of your response. Note: If you need
additional sealed responses mailed to the same address or separate
address, you must submit an additional request with another payment of $18
for each sealed response requested. Also, if you need additional copies of
your response that do not need to be in a sealed envelope, you may make as
many copies as needed upon receipt of your response.
- The FBI will not accept additional
payment to expedite your request.
- Review the Identity
History Summary Request Checklist to ensure that you have
included everything needed to process your request.

What Happens Next
If we find no Identity History
Summary on file, you will receive a response indicating that you have no prior
arrest data on file at the FBI. If you do have an Identity History Summary on
file, you will receive your Identity History Summary or “rap sheet.”

ReplyDeleteThank you for this information. I'd like to know if you are aware of cases where one had to request for an extension for the 60 days to accept an ITA because FBI PCC is still not available. What does one in this situation do?

HI Swapnil, Sorry I did not read your comment, I would recommend you to submit your applciation without PCC, provide explanation letter saying you are awaiting for a reply from FBI. Your application will start processing meanwhile your PCC will also come. When they need PCC they will again send you email/ message to upload PCC. DOnt ask for extension rather give explanation letter..

I had to move to India as I had some visa complications. My question is I have given my Indian address as the postal address, does the FBI mail to an international address ? Do you know anything about it?

You do not have to send the passport to FBI.. you need to take it with you while doing print..
